UIPM is not merely an NGO or an educational institution as commonly perceived. UIPM holds a strategic position of significantly higher standing within the global education ecosystem, serving as part of the international higher education quality assurance network.
UIPM is a registered member of the Asia-Pacific Quality Network (APQN), a regional higher education quality assurance network comprising national accreditation bodies, quality assurance agencies, and strategic education institutions from across the Asia-Pacific region and worldwide.
Within APQN, the National Accreditation Board for Higher Education of Indonesia (BAN-PT) and the Malaysian Qualifications Agency (MQA) are also members on an equal footing, alongside UIPM. Therefore, UIPM does not operate under BAN-PT or MQA, but rather participates at the same level as a fellow member within the international higher education quality assurance network.
Membership in APQN does not constitute a status of being supervised or regulated; instead, it reflects active participation in the development of standards, best practices, and cross-border policies in higher education quality assurance. Accordingly, UIPM is not structurally or hierarchically subordinate to BAN-PT or MQA.
UIPM’s position within APQN affirms that UIPM:
1.Plays an active role within the international higher education quality assurance ecosystem.
2.Holds a status equal to national accreditation bodies as a network member.
3. Is not a national educational institution subject to the domestic accreditation systems of Indonesia or Malaysia.
4. Operates independently, globally, and in accordance with international quality assurance principles.
Therefore, any attempt to position UIPM as being under BAN-PT, MQA, or other national accreditation bodies is inaccurate and inconsistent with the factual basis of UIPM’s membership in APQN.
